Upload forms reject files for four different reasons and almost never tell you which one applied. Working through them in order saves a lot of guessing.
The first is file size, the limit usually stated next to the field. The second is pixel dimensions — many forms silently enforce a minimum, a maximum, or both, and a photo compressed aggressively enough to meet the size limit can fall below the minimum width and be rejected for the opposite reason. The third is format: a surprising number of government portals accept only .jpg and reject .jpeg, .png or .heic outright, even when the image itself is fine. The fourth is the filename, where spaces, non-English characters or a very long name occasionally break older upload handlers.
One habit worth adopting: before you start, take a screenshot of the form's stated requirements. Portals frequently list them on a different page from the upload field, and having the numbers to hand turns a guessing game into a single adjustment.

Common questions
The form says my file is too small. Is that possible?
Yes. Many portals set a minimum as well as a maximum, particularly for signature fields, to stop people uploading blank or near-empty images. Raise the target size or scan at a higher resolution.
It rejects my file even though the size is correct.
Check the dimensions and the extension next. A minimum width requirement, or a form that accepts .jpg but not .jpeg, will reject a correctly sized file without explaining why.
Should the photo be portrait or landscape?
Photograph fields almost always expect portrait orientation with the face centred and occupying most of the frame. Crop before compressing so the budget is spent on the face rather than the background.
Can I use this for signature uploads too?
Yes, though signatures behave differently — they are mostly white and compress very efficiently, so they often land far below the limit. Check whether the form also states a minimum size.
